Burleson County commissioners unanimously approve consent agenda, contracts and schedule public hearing on solid-waste ordinance

Burleson County Commissioners Court met on May 12, 2025 in Caldwell and, presided over by County Judge Keith Schroeder, unanimously approved a broad consent agenda and multiple contracts and funding requests affecting county services and procurement.

The court approved the consent agenda, adopting the April 2025 minutes following a motion by Commissioner David Hildebrand and a second from Commissioner Vincent Svec. The meeting included approval of an interlocal agreement with Higginbotham Services to provide employee Section 125 and 457(b) plan administration and voluntary insurance options and adoption of a County Specific Initiative presented with Tasha Brent of the Texas Association of Counties.

Commissioners authorized Time Warrant 2025-1 in the amount of $147,600 to complete purchase of a Caterpillar 140-15 motor grader from Mustang CAT under Sourcewell contract #011723CAT, following a motion by Commissioner Hildebrand and a second by Commissioner Dwayne Faust. The court also approved an extension of the county bank depository contract with Citizens State Bank through May 31, 2027 and a copier upgrade and renewal contract with Ubeo Business Services under Local Purchasing Alliance contract #22-204 at $3,550 per month (noted as yielding $402.50 monthly savings).

The commissioners approved multiple hotel/motel funding requests, including awards for the Burleson County Czech Heritage Museum and for the Kolache Bake Show Committee's Sept. 12, 2025 demonstration, and granted a permit request allowing Beaux Breaux to sell fireworks for the Memorial Day season May 21–26, 2025.

Land-use and procurement actions included approval of the final plat for the Junek Subdivision at 12331 FM 2155; purchase approval of approximately 200 tons of Grade 5 rock from Big Creek Construction at $25 per ton for Precinct 4; and acceptance of a bid for bulk sand from Billie R. Knesek.

The court authorized participation in the Texas Association of Counties’ 2025 Cybersecurity compliance program to meet requirements of Texas Government Code §2054.5191, and ratified acceptance of the Texas Comptroller of Public Accounts’ FY2025 Rural Law Enforcement Salary Assistance Program award (SB-22) #IA-0000000847 for constables in the amount of $18,776.54.

Commissioners scheduled a public hearing for June 23, 2025 to consider a proposed Takings Impact Assessment and a proposed ordinance designating where municipal and solid waste disposal is permitted or prohibited in Burleson County.

County Judge Keith Schroeder reported he had testified May 5 on state bills including SB3058 and HB5687 and referenced statutory probate measures SB203 and HB1928. The meeting concluded after authorization of payment of bills and a unanimous motion to adjourn.
