Madison County board approves emergency appropriations, grants and $603,736 in insurance renewals

At its July 15 meeting the Madison County Board approved multiple budget and grant actions and a multi‑line insurance renewal package.
Finance Committee items included immediate emergency appropriations to accept and spend grants: a $50,000 Friends of the Madison County Child Advocacy Center grant (for forensic interviews and case management), a $15,000 Alton Woman's Home Association grant (administrative costs), and a $20,000 Family Violence Prevention Coordinating Council grant. The board also adopted an appropriation of $513,632 from FEMA (via the Illinois Emergency Management Agency) to reimburse emergency protective measures and repairs to lift stations following flooding in 2019.
The board authorized submission of the 2021 Illinois Home Energy Assistance Program (IHESP) CARES grant application for $812,929 and approved submission of the FY2020–FY2024 Consolidated Plan and FY2020 Action Plan (CDBG/HOME allocations) that include funding for cities and county programs.
On insurance, the Finance and Government Operations Committee recommended purchasing excess liability, commercial property (including earthquake) and cyber liability coverage from several carriers for a total premium of $603,736; the board approved the purchase by roll call (24–0).
Other budget and procurement approvals included claims and transfers reports and award of courthouse audiovisual upgrades ($60,181) paid from Law Library funds.
