Dorchester County Council adopts zoning changes to allow guest cottages and rural event venues

The Dorchester County Council unanimously adopted Bill No. 2024-10 on Dec. 17, 2024, amending Chapter 155 (Zoning) to add rules for guest cottages and rural event venues.

The ordinance, introduced earlier, allows guest cottages as an accessory use in the Resource Conservation, Agricultural Conservation (including Resource Conservation Area overlays), Neighborhood Business and General Business districts. It also designates rural event venues as a special exception in several residential and agricultural districts and as a permitted use in Neighborhood Business and General Business districts, while establishing associated supplementary use regulations and definitions.

Ms. Irene Barnes announced the public hearing on the bill and Council President George L. Pfeffer, Jr. opened the hearing; no members of the public spoke. On a motion by Councilman Ricky C. Travers, seconded by Councilman Rob Kramer, the Council voted to adopt the bill by roll call: Pfeffer — aye; Detmer — aye; Kramer — aye; Nichols — aye; Travers — aye.

Why it matters: The amendment clarifies where short-term lodging (guest cottages) and commercial event activities may occur and under what conditions, which affects landowners, event operators and neighbors in rural and commercial zoning districts. The county will apply the new supplementary use regulations and permit review process set out in the ordinance for future proposals.

The Council did not record public opposition during the hearing; the ordinance moves Dorchester County toward clearer local rules for small-scale lodging and rural event operations.
