Gladwin council creates combined Code Enforcement/Blight Officer, authorizes up to $30,000

The Gladwin City Council voted on Sept. 15 to create a combined Code Enforcement/Blight Officer position and to authorize funding not to exceed $30,000 in the current fiscal year to support the role.
City Manager Kimberly Hines explained the change follows conversations about enforcement gaps: the consultant ROWE provides zoning review but does not enforce compliance. Council Member Darlington said the combined position would improve accountability and enforcement on property maintenance and blight remediation. The resolution was offered by Council Member Darlington and supported by Council Member Crawford.
A roll call vote recorded unanimous support: Caffrey, Crawford, Darlington, Esiline, Gutierrez, Platt, Sischo and Winarski. The resolution was declared adopted Sept. 15, 2025. The resolution directs the city manager to recruit, hire and supervise the Code Enforcement/Blight Officer in accordance with city policies and applicable law.
The council specified funding not to exceed $30,000 in the current fiscal year; council did not present a line-item budget showing total compensation or whether the amount covers salary and benefits.
Next steps: the City Manager is authorized to begin recruitment and supervise the new position.
