The motion to approve the warrants carried on a general "all ayes" vote.
In old business, City Manager Kimberly Hines presented a first reading of a revised water ordinance intended to clarify irrigation rules and specify that a second water line service would be provided only by the city. Council Member Cristy Gutierrez moved the ordinance forward; a roll-call vote recorded ayes from Caffrey, Crawford, Darlington, Esiline, Gutierrez, Platt and Winarski and no nays. No members of the public spoke on the ordinance at the meeting.
Council members approved a new part-time, in-house zoning administrator position after Hines proposed hiring locally and recommended pay not to exceed $30,000. Council Member Carol Darlington raised concerns about required certification and whether that pay range would attract a qualified applicant; Council Member Linda Winarski noted the contract with ROWE Engineering is nearing expiration. Council Member Gutierrez moved to create the position; the motion carried with all ayes.
On personnel benefits, the council approved a resolution to amend holiday compensation so that eligible holiday pay would begin on an employee’s first day of employment rather than after 90 days. City Manager Hines explained the change; a roll call recorded ayes from the council members listed previously and the resolution passed.
Mayor Sarah Kile also recommended the appointment of Council Members Cristy Gutierrez, Linda Winarski and Jaime Esiline to a Charter Review Committee, with Carol Darlington as alternate and the mayor participating; the council approved the appointments by consensus. Kile appointed Chamber Director Carrie Will and Sabrina Battjes to lead a Christmas lighting and decorating contest; the council expressed consensus and no formal vote was required.
During public comment, resident Janet Gardner complimented Police Chief Kyle Binger and raised concerns about mail being left in the Lutheran Church parking lot and asked about hydrant flushing. DPW Supervisor Graham said hydrant flushing is ongoing; Park Manager Sabrina Battjes reported Gladwin City Park will close on Oct. 31, 2025, and the Gladwin Conservation District is removing bittersweet and planting replacement trees.
City Treasurer Angela Bigham said an audit took place last week and results are expected in the first or second week of December; she said budget amendments are likely to follow. Chief Kyle Binger said the Police Department returned to full staff with the hiring of Officer Sean Gerbe and reported a successful Jeep Creep event.
