Parma Heights Council approves waste contract extension, tree-plan update, inmate housing and $283,937 in fire equipment

At its Nov. 25 meeting, Parma Heights City Council unanimously passed multiple emergency resolutions and ordinances: a two‑year option extension with Browning‑Ferris for residential waste collection, an update to the Master Street Tree Plan, an agreement for prisoner housing with North Royalton, and a $283,937 Sourcewell purchase for SCBA equipment.
Parma Heights City Council unanimously approved several measures at its Nov. 25, 2024 meeting, adopting emergency language and suspending rules where required.
The council passed Resolution 2024‑63 authorizing the administration to execute option years 1 and 2 of the contract with Browning‑Ferris Industries of Ohio, Inc., for residential waste collection and recycling services. Council adopted an amendment, voted to suspend the rules and then approved the resolution by roll call with all members recorded as voting Aye.
Council also adopted Ordinance 2024‑79 to update the city’s Master Street Tree Plan (amending Section 909.01 of the codified ordinances). After a motion to accept amendments and a suspension of the rules, the ordinance passed by unanimous roll call.
Intergovernmental operations were addressed when Council passed Resolution 2024‑87 authorizing an agreement with the City of North Royalton to provide prisoner housing services. The measure passed after a motion to suspend the rules and a unanimous roll call.
The council approved a procurement for public-safety equipment under Resolution 2024‑88, authorizing a purchase order with All‑American Fire Equipment through Sourcewell for personal protective equipment and self‑contained breathing apparatus (SCBA) units and face pieces at a purchase price of $283,937.00. Council suspended the rules for immediate passage and approved the expenditure by unanimous roll call.
Council also passed Resolution 2024‑89 to expend funds to Grace Brothers Landscaping, Inc., and Bob Hughes, Inc. for tree planting services, and Resolution 2024‑90 to secure employee insurance coverage with Medical Mutual of Ohio; both measures passed after suspension of rules and unanimous roll-call votes.
Several other ordinances were read as second readings or referred for further review, including measures on community residential facility registration, Type B family day‑care homes, NOPEC gas aggregation, frozen dessert peddlers, the 2025 appropriations ordinance and an ordinance establishing short‑term rental regulation (Ordinance 2024‑91), the latter of which was referred to the Planning Commission.
The council meeting ran about 35 minutes and adjourned at 7:35 p.m.
