Mayor Jeff Scoby called the meeting to order at 7:00 p.m. in the council chambers at the municipal complex. Council members present were Barrus, Johnson, Linton, Lehman, Cunliffe and Moss; City Manager Bosanic, Assistant City Manager Feazel, Clerk Krissi Brott and GARCC Director Mester were also present.
During the Statement of Citizens portion of the meeting, three residents spoke. Shawnee Bonner of 500 N. Lafayette raised an issue related to recreational marijuana. Alexander Uribe of 203 E. Van Deinse asked the council to address inconsistencies in street naming and spelling in city records and signage. Don Rumsey of 817 E. Summit described blight and unkept properties on Greenville’s northeast side and urged attention to neighborhood maintenance.
Councilperson Moss moved to approve the consent agenda; Councilperson Cunliffe seconded and the motion carried unanimously. Consent items included approval of prior meeting minutes; Planning Commission and Downtown Development Authority minutes; information on training opportunities; approval of the proposed 2024 slate of officers for the Municipal League’s Liability and Property Pool; and setting a public hearing for Oct. 24, 2023 on a proposed amendment to Section 46-41(c) of the Zoning Ordinance that would eliminate the requirement for a public information meeting for site plan review.
In new business, council approved closures of M-91 (Lafayette Street) from Montcalm Avenue to M-57 (Washington Street) and partial closures on Cass Street and Grove Street adjacent to Lafayette and parking lot entrances for the parade, on Dec. 1 from 4:30 p.m. to 9:00 p.m. Councilperson Lehman moved to approve the closures; Councilperson Johnson seconded and the motion was adopted unanimously.
Council also approved a contract with Two Tomatoes Touring, LLC for the Ash Cultural Event and authorized the City Manager to sign the agreement. That motion was moved by Councilperson Johnson and seconded by Councilperson Lehman; it passed unanimously.
Councilperson Cunliffe moved to adjourn; Councilperson Moss seconded, and the meeting adjourned at 7:47 p.m. The council’s next scheduled public hearing related to zoning Section 46-41(c) is set for Oct. 24, 2023.
