Franklin County commissioners on April 1 reviewed four bids to replace the Quick Stream bridge on Reed Road in Salem Township and approved awarding the contract to the lowest responsive bidder after administrative and engineering review.
Engineer Steve Govoni of Wentworth Partners and Associates presented the bids, which ranged from a low of $966,000 (Jordan Excavation) to a high of $2,998,000 (New England Infrastructure). Commissioners voted unanimously to accept the lowest bidder contingent on review by the County Administrator, the Road Agent and the project engineer.
Commissioner Bob Carlton moved the motion and Commissioner Tom Skolfield seconded; the vote carried 5–0. The board’s action directs staff to verify bidder responsiveness and ensure contract criteria are met before final award and contract signing.
Next steps include administrative, road‑agent and engineer review of the low bid for responsiveness and the execution of the construction contract if the bidder meets requirements.
