Nelson County commits $10,000 to TJPDC regional housing study

The Nelson County Board of Supervisors voted Oct. 8 to commit $10,000 to the Thomas Jefferson Planning District Commission (TJPDC) for a 2025 Regional Housing Needs Assessment and Strategy Study.
Laurie Jean Talun of the TJPDC told the Board the follow‑up study would provide a locality‑level analysis of housing needs across the region and would partner with the Virginia Center for Housing Research and Housing Forward Virginia for strategy development. Talun said Virginia Housing would fund the bulk of the study and that the full project budget exceeded $230,000; participating localities provide scaled contributions to participate in the strategy‑development portion.
Talun said initial quantitative data and staff training would be available within the first year; focused strategy work and community listening sessions would proceed in the second year. The TJPDC expects the study to produce both a full report and a consumer‑oriented version for local use.
Supervisors discussed timing relative to the County’s zoning update and Comprehensive Plan implementation. County Administrator Candice McGarry said the county would likely fund the contribution from non‑recurring contingency and that usable data should be available within 12 months to inform zoning work. The Board adopted Resolution R2024-69 committing Nelson County to participate and fund $10,000; vote taken by roll call was unanimous (3-0 at the time of the vote).
