Cleburne council rejects proposed Encore Electric site at city's 'front door

Cleburne City Council unanimously denied an amendment to expand a plan development (PD) that would have accommodated a service and training center for Encore Electric Delivery on property at the southwest corner of Sparks Drive and the Chisholm Trail Parkway.
Planning staff outlined the request to expand the PD to approximately 27.2 acres to allow an office, fleet parking, fueling, outside storage and a training area with staged utility poles. Planning & Zoning recommended approval by a 5-2 vote with two modifications: increase the proposed masonry screening wall from 6 feet to 8 feet and extend tree plantings along the wall.
Several councilmembers said the proposed location is the community's "front door" and that allowing outdoor storage in the freeway overlay district would undermine long-standing corridor-improvement goals. After discussion about compatibility and visual impacts, Councilmember Weathers moved to deny the amendment; the council voted unanimously to deny the request and encouraged Encore to work with the city's economic-development team to find a more suitable site.
The denial preserves the city's present development standards along the Chisholm Trail Corridor and signals council preference for uses and designs more consistent with prior gateway-planning work.
