Bay Minette council approves ordinance on property abatement, several resolutions and sets Justice Center financing next steps

The Bay Minette City Council unanimously approved a first reading of Ordinance 998 on property abatement and a series of resolutions at its Oct. 18 meeting, and heard that staff will present financing options for a proposed Justice Center next month.
Mayor Robert A. Wills opened the meeting at 6 p.m. at City Hall and led the council through routine business, including approval of a proclamation declaring November as "Family Court Awareness Month" and a consent agenda item approving the Oct. 4 minutes. The council approved payables totaling $233,075.89.
On a motion by Councilmember Mike Phillips, seconded by Councilmember Matt Franklin, the council approved Ordinance 998 on first reading. The ordinance, introduced by Mayor Wills, would prohibit overgrown weeds, grass, brush and debris on private property and provide for abatement and penalties where such conditions favor mosquitoes, other insects or rodents.
The council also approved several resolutions without recorded opposition: Resolution 1021-06 establishing a Severe Weather Preparedness Sales Tax Holiday; Resolution 1021-07 authorizing the mayor to execute professional service agreements; Resolution 1021-08 authorizing a copier-services agreement with Ricoh for the Planning and Development Services Department; Resolution 1021-09 entering an intergovernmental service agreement with the Baldwin County Commission for use of county voting machines and related services for municipal elections; Resolution 1021-10 approving city assistance for the North Baldwin Chamber of Commerce's 39th Annual Christmas Fest; and Resolution 1021-11 adopting a revised Policies and Procedure Manual for the city.
Mayor Wills asked the council to reduce the Holly Hill Municipal Golf Course entry fee for the Baldwin County High School Baseball Team Two Man Scramble Tournament from $35 to $25 per participant; the council approved the reduction on a motion by Councilmember Matt Franklin.
During Council/Citizens Comments, Councilmember Pete Sellers requested an update on the Justice Center. Tammy Smith, City Administrator and Finance Director, said financing options will be presented at next month's meeting and that the bid process is expected to begin after the start of the new year. With no further business, the council adjourned. The minutes were attested by Mayor Robert A. "Bob" Wills and City Clerk Rita Diedtrich.
Next steps: staff will return with Justice Center financing options at the council's next regular meeting; the ordinance remains at first reading pending any required subsequent readings or actions.
