Newton City Council voted unanimously Jan. 9 to adopt a budget ordinance amendment authorizing the use of $31,500 in fund balance to repair the Newton Police Firearms Training Facility and install a perimeter fence and gate.
Police Chief Vidal Sipe told the council the range, completed in 2014, is now 10 years old and "most of the original parts are bad or are going bad." He said some parts must be replaced immediately to ensure the range can be used for annual firearms qualifications in spring 2024, which are required by the State of North Carolina to maintain officers' certifications. Chief Sipe also said the facility currently lacks a fence and gate and staff have observed unauthorized people on the property, creating liability concerns for the city.
After discussion, Council Member Jody Dixon moved to approve the budget ordinance amendment; Council Member Roy Johnson seconded the motion. The council adopted the ordinance by unanimous vote.
The ordinance directs $31,500 from fund balance toward parts replacement and the installation of a front-perimeter fence with a gated entrance intended to prevent unauthorized access and reduce liability. City staff indicated the repairs are needed before the department's spring qualification cycle; the council did not set a separate follow-up date in the meeting record.
The meeting then proceeded to other agenda items and later adjourned.
