Mayor Shaun Bell told the council that the city has two very old backhoes and presented options from a JCB dealer: a new backhoe priced above $170,000 or a used JCB with about 100 hours for $127,000. He said the purchase would be funded from restricted B&C Roads funds.
Council members discussed resale value of the old machines, potential upkeep costs and whether leasing would be more economical long term. David McKee asked about leasing options; Mayor Bell replied that, based on city usage, "we would be paying about the same in the end." Tracy Addley noted the John Deere still works but might not fetch much if sold.
After discussion the council moved to authorize the purchase (mover: Doug Stilson; second: Kirk McQuivey). The motion passed on a roll-call vote with four affirmative votes and one absence.
The council directed Public Works to finalize the purchase and consider disposition options for older equipment. The purchase was noted as coming from restricted road funds; no additional capital appropriation was recorded in the minutes.
Provenance: Backhoe discussion and motion appear in the Feb. 19 meeting transcript (presentation and motion at SEG 003).
