Fulton County commissioners approve Elect IT lease and multiple contracts, purchase dispatch clocks

At a Dec. 23 meeting, Fulton County commissioners approved a 5-year lease and IT staffing SOW with Elect IT Solutions, authorized purchases including a view station and two dispatch clocks, approved a grant-funded regional support contract, and signed a two-year Hazmat agreement.
Commissioner Randy H. Bunch and Commissioner Hervey P. Hann convened the Fulton County Board of Commissioners on Dec. 23, 2025, where the board approved minutes and payroll and authorized a set of contracts and equipment purchases covering county IT services and emergency dispatch needs.
The meeting opened with routine approvals: motions by Commissioner Bunch to accept the Dec. 16, 2025 Commissioners' Meeting minutes and the Dec. 16, 2025 Retirement Board minutes were passed unanimously by those present. Commissioner Hann moved to approve payroll dated Dec. 26, 2025 in the amount of $145,032.44; that motion also carried.
The commissioners met with Elect IT Solutions representatives Rick Grissinger and Nelson Witmer (via Zoom) to consider a 5-year lease for office space at 101 Lincoln Way West, McConnellsburg, and a statement of work for IT staffing and support. Commissioner Hann moved to approve the lease at $250 per month with no scheduled increases; the motion passed. The board also approved SOW # ETM12042025-001 for IT staffing and support services.
The board approved a purchase of a View Station for the Treasurer’s Office from Amazon for $784.22, following a quote submitted by Elect IT Solutions. Commissioner Bunch also moved to approve and execute CCAP PComp Contribution 1st Installment Invoice No. INVO62458 for $5,575.00; that motion carried.
On human resources policy, Commissioners approved a revision to HR Manual Section 213 ("Travel"). The updated language requires employees who wish to use a personal vehicle for county business to submit a request to the commissioners ahead of time explaining the reason for the request.
EMA/911 Director Brian Barton told the board that the dispatch clocks at the emergency dispatch center are more than 20 years old and need replacement and provided an update on training activity. Barton said that "Pre Alert" is in place and that the information has been sent out to the fire departments. Following his briefing, Commissioner Bunch moved to accept a quote from ComPros to provide two dispatch clocks, including hardware and installation, for $4,940.00; the motion passed.
The board also approved the 2026 Mission Critical Partners Regional Support Contract for Professional Services; the contract was described in the meeting as fully grant funded. Finally, Commissioners approved a two-year Hazmat Team agreement with McCUTCHEON Enterprises, Inc., with payments of $2,500 for fiscal year 2026 and $7,500 for fiscal year 2027.
The meeting closed with Commissioner Hann moving to adjourn at 11:21 a.m.; the motion was approved by those present.
Meeting documents recorded fund totals across county funds, including a reported TOTAL ALL FUNDS of $111,824.17 and a General Fund total of $65,995.87.
