Public commenters urge juvenile-focused jail programming and raise waterway-access concerns

Carnell Oliver, who had a public-comment card for agenda item 20260105, focused his remarks on the juvenile component of any proposed jail campus. Oliver said the committee should prioritize the juvenile side and incorporate a job-training academy model, pressing the committee to seek funding and interlocal arrangements with the Department of Juvenile Justice. "How do you cut off the water supply of mass incarceration of young black Americans?" Oliver asked, saying early vocational training and targeted supports could reduce incarceration rates.
John Nooney also addressed the committee and said he supported the agenda item, referencing recent Environmental Protection Board action. Nooney warned that contracting and permitting practices were harming public access to waterways: "We're getting crushed ... especially when it comes to public access on our waterways," he said, urging scrutiny of well permitting and public contracts affecting waterways.
The chair opened a public hearing for agenda item 20260105 but deferred the hearing for that item because the item had not received the required public noticing. The chair apologized and said the hearing will be rescheduled to meet notice requirements.
What happens next: The committee did not adopt programmatic changes in response to the comments; public commenters recommended programmatic and permitting follow-up. Any proposals to add juvenile-programming elements to facility planning or changes to permitting will require staff study and formal agenda items for future committee consideration.
