Newton adopts stormwater ordinance updates to meet state MS4 requirements

The Newton City Council voted unanimously on July 12 to approve Text Amendment 2022-01, updating the city—s Chapter 87 (Stormwater) to meet requirements tied to the city's NPDES MS4 permit.
Assistant Planner Alex Fulbright said the 2019 audit by the North Carolina Department of Environmental Quality required the city to update its municipal Stormwater Management Plan and the accompanying ordinance. The approved changes add Section 87-23 (Construction Waste Management), which requires construction sites to manage stockpiles and construction materials to reduce runoff pollution, clarifies definitions to track the NCDEQ Stormwater Design Manual, expands illicit-discharge (IDDE) enforcement options, and updates penalties in line with S.B. 300.
Fulbright said the ordinance changes will be accompanied by developer-oriented outreach materials, including a flyer for contractors and builders explaining new requirements.
Mayor Pro Tem John Stiver moved to close the public hearing and to approve the text amendment; the motion was seconded by Council Member Ed Sain and passed unanimously.
