Davis County Library Board ratifies OverDrive agreement, routine expenditures, contracts and a $5,000 Kaysville grant

The Davis County Library Board unanimously approved a series of routine financial and program actions on Feb. 12 and ratified an updated agreement with the Utah State Library to continue participation in the OverDrive Beehive Library Consortium.
Director Joshua Johnson presented the consent items, which the board approved without dissent. Justin Wright moved to approve the Jan. 8 minutes; Rosalie Taylor seconded and the motion carried. The board then ratified December 2025 expenditures, with Johnson noting revenues will continue to adjust as property-tax receipts are posted. He said the countywide hiring freeze remains while the county commission examines Fund 10, though the library fund itself is healthy.
The board ratified the Quarter 4 donation log showing $2,758.05 in small donations collected across branches and approved a $1,385 low-dollar contract summary to pay presenters for library programs (examples included author events, a Great Salt Lake photography presentation and a children’s origami session). Lynnette Mills highlighted positive patron response to a Clearfield branch program that paired wrestling demonstrations with anti-bullying messages.
Deputy Director Ellen Peterson presented an updated Memorandum of Agreement with the Utah State Library to secure Davis County Library’s participation in the OverDrive Beehive Library Consortium. The board approved the MOA, which sets Davis County’s 2026 contribution at $122,654.03 — an increase of $13.64 to correct a prior calculation error. The MOA ties a library’s contribution to its share of consortium circulation; the agreement materials state Davis County’s 2024 OverDrive circulation was 1,127,583, representing 16.03% of the consortium total.
Joshua Johnson also presented a trustee letter confirming an unsolicited $5,000 grant from the W. Mack and Julia S. Watkins Foundation to buy new books for the Kaysville branch. Johnson said the books will be housed at Kaysville but will be available for hold requests and checkouts by all Davis County patrons.
