Lathrop Planning Commission approves Woodlands East design amendments and 248-unit Village 19 project

The City of Lathrop Planning Commission on Nov. 19, 2025 unanimously approved two resolutions to amend the Woodlands East Architectural Design Guidelines and to permit a 248-unit detached single-family motor-court project in Village 19 of River Islands Phase 2.
Contract Planner Savannah Hudson presented the staff report on Neighborhood Design Plan NDP-25-126 and the related Site Plan Review (SPR-25-106) and Architectural Design Review (ADR-25-107). A question-and-answer period followed Hudson’s presentation; City Engineer Brad Taylor and Senior Planner James Michaels provided additional technical and planning information. Alicia Hintzen of Taylor Morrison offered a public comment during the item.
On a motion by Commissioner Ralmilay, seconded by Commissioner Camarena, the commission adopted Resolution 25-21, which approves amendments to The Woodlands East Architectural Design Guidelines and Development Standards (DG/DS) document (NDP-25-126), and Resolution 25-22, which approves the Site Plan Review (SPR-25-106) and Architectural Design Review (ADR-25-107) to construct the 248-unit motor-court project consisting of detached single-family homes within Village 19 of River Islands Phase 2. The roll-call vote was recorded as Ayes: Jackson, Camarena, Ishihara, Zaca, Ralmilay; Noes: None. The motion carried 5-0.
Senior Planner James Michaels later briefed commissioners on upcoming engagement, including the River Islands Holiday Luncheon, and provided a brief update on current developments in the city. Commissioners again recognized the late Bennie Gatto for his contributions to the Planning Commission and the community. Chair Jackson requested an update on the Lathrop Arches before adjourning. The meeting began at 6:00 P.M. and adjourned at 6:39 P.M.
The approvals adopt the amended design standards and allow the applicant, Taylor Morrison, to proceed with the approved site and architectural plans as described in the resolutions. Specific implementation steps, permit clearances and any required conditions or mitigation measures are set out in the resolutions and project files on record with the City of Lathrop planning department.
