At a special meeting and public hearing on April 18, the Sioux County Board considered a conditional-use permit submitted by Dale Wickersham to establish a six-space RV campground in Section 25 Township 31, Range 53. Members of the public including Joy Dexter and Harold Andrews spoke during the hearing, raising questions about conversion from agricultural use, the need for a business and marketing plan, and concerns about additional traffic on White River Road.
Road Superintendent Jim Phipps stated the county could not dictate all private-property uses but confirmed any county-authorized work to a county road during construction would be handled by the county. County Attorney J. Adam Edmund advised the board to be careful about overreach into private property rights.
After closing the public comment period, the board approved the conditional-use permit with the condition that the permittee work with the Sioux County Road Superintendent regarding any road issues that arise during construction or operation (motion Geiser/second Downer). All three commissioners voted yes.
