Mayor Joe Lee called the Moody City Council to order at 6:00 p.m. on April 11. The council unanimously approved the published agenda and the minutes of the March 28 meeting before taking up departmental reports and business items.
The council adopted Ordinance M2022‑04‑11, "An Ordinance Authorizing the Issuance of General Obligation Warrant, Series 2022‑B," authorizing debt to fund construction of a new police department. Council Member Linda Crowe moved to suspend the rules; the suspension was seconded by Council Member Lynn Taylor and passed by roll call. The substantive motion to adopt the ordinance was made by Council Member Matt Morris, seconded by Council Member Nick Rutledge, and carried by unanimous vote of those present (Mayor Joe Lee; Council Members Ellis Key, Linda Crowe, Matt Morris, Nick Rutledge and Lynn Taylor).
Council also approved a capital purchase for the Public Works Department: a 2022 International HV607 SBA dump truck with a 14‑foot Ox Body dump bed from Southland Transportation Group at a cost of $123,296.48 (the council set a not‑to‑exceed amount of $125,000). The motion to approve was made by Council Member Ellis Key, seconded by Council Member Linda Crowe, and carried unanimously.
In a series of routine, budgeted approvals the council cleared multiple maintenance, equipment and training items for city departments. Those approvals included: $3,375 to Tri–County to repair the court office air‑conditioning (City Hall maintenance account); vehicle maintenance for police vehicles (brakes $520 for car #342; motor mount $400 for car #351, vendor Moody Auto); purchase of Vortex Viper 10x42 HD binoculars for the firing range ($1,169.97); authorizing a two‑day leadership training in July 2022 for five officers ($1,500); graphics updates for patrol vehicles ($750, vendor BEI); supplies to outfit a new rescue truck (about $1,100); and authorization to advertise and hire seasonal staff for the 2022 Splash Pad season. Each of these motions was moved, seconded and approved by unanimous vote as recorded in the minutes.
The council approved a $1,000 donation from the mayor's budget to the Friends of Moody Schools Foundation and approved Resolution R2022‑04‑11 determining the amount of lost public revenue under the American Rescue Plan State and Local Fiscal Recovery Funds program, a procedural step for ARPA reporting and use of funds.
The meeting also included ceremonial items: Mayor Joe Lee recognized the Moody High School state championship wrestling team and the council approved a proclamation marking the 50th anniversary of the Moody Fire Department. The formal minutes were signed by Mayor Joe Lee and Attest: Tracy L. Patterson, City Clerk, and show the meeting closed at 6:35 p.m.
