The Stanley Town Council unanimously adopted the Downtown Stanley Transportation Study on Sept. 8, 2025, a step Planning Director Sarah Penley said is necessary for the town to pursue state and federal funding through the Gaston Cleveland Lincoln Metropolitan Planning Organization (MPO).
Penley told council members the study identifies transportation issues within downtown and nearby areas and that adoption establishes the town’s eligibility for certain funding programs. She acknowledged that certain elements of the plan might not be realistic in the near term but said adopting the plan allows the town to move forward with projects currently being considered for funding.
No members of the public attended to speak on the item and the Town Clerk recorded no submitted comments. Council Member Marsha Miskelly moved to adopt the plan as presented; Council Member Chad Jones seconded the motion. The motion passed on a unanimous 5-0 vote.
The meeting record states the plan will not remain static after adoption: the MPO will analyze the adopted plan and make recommendations to tailor projects to the town’s needs going forward. The council did not set specific project timelines or funding commitments during this meeting.
