The Flathead County Commission adopted Resolution No. 2654 to create the Star Meadows rural fire district after staff presented a draft and commissioners made edits to clarify findings and language.
County Attorney staff summarized the draft resolution and commissioners reviewed specific 'whereas' paragraphs. The board clarified the formation process: the initial trustees are appointed by the Board of Commissioners for staggered terms and subsequent trustees will be chosen by election. County Attorney staff said the petition, meets and bounds, and other description materials had been verified.
Several commissioners emphasized the need to vet initial appointees. One commissioner said she wanted to "investigate these individuals to make sure they are" eligible (residency/ownership requirements were discussed); staff confirmed that all five recommended individuals appeared on the petition and that residency/property requirements had been checked. Commissioners agreed the initial appointment process often relies on organizers' recommendations but noted the candidates will face regular elections to replace staggered initial terms.
After edits to the resolution language were moved and seconded, the board voted to adopt the resolution as amended. The motion carried by voice vote. County staff said they would update the resolution document and obtain necessary signatures.
Next steps: county staff will finalize the amended resolution and proceed with appointments of the initial trustees as provided in statute.
