Commissioners accept animal-shelter donation, award road-oil bids and approve subdivision; tax abatement denied

The Flathead County Board of Commissioners took a series of procedural and procurement actions on Jan. 29, approving donations, awarding bids and taking land-use actions in a series of mostly unanimous votes.
Animal-shelter donation: Commissioners voted to accept a $1,000 donation from Marie Pickard for the animal shelter; the motion was moved and seconded and carried with "aye" votes.
Board appointments: The board tabled reconsideration of appointments to the Flathead Emergency Communications Center Operations Board until administrators can contact the affected individuals and clear up a scheduling "snafu." The motion to table carried unanimously.
Procurement: Staff recommended and commissioners awarded bids for road-construction products. The board awarded the PG oils bid to Calumet Montana Refining LLC (lowest bidder), the CRS2P chipping oil bid to Ergon Asphalt & Emulsions Inc., and the CSS1H tack-oil bid to Lyman Dust Control Services of Montana LLC. Each award was moved, seconded and approved by voice vote.
Tax abatement request: Caller Mark McMillan requested a refund of delinquency fees and interest for property taxes he said were mailed before the due date but postmarked late. Treasurer Adele Krantz said Montana law allows a one-day grace period and that McMillan's envelopes were postmarked Dec. 2, 2025; the board denied the abatement request and the denial motion carried.
Land use: Commissioners heard a planning presentation for a three-lot commercial subdivision called Toy Shack Storage near Highway 93, including wetlands, floodplain and a proposed internal access road; the planning board recommended approval and commissioners approved the preliminary plat findings and the preliminary plat itself. The board also authorized publication of notice for a Feb. 24 zone-change hearing for Montana Forever Homes LLC (R2.5 to R4).
