Commission approves multiple lakeshore permits, ARPA draw and routine signatures

On Dec. 2 the Flathead County Board of Commissioners approved multiple routine and project-specific items, including several lakeshore permits, an ARPA draw request for wastewater improvements, a DEQ junk‑vehicle grant submittal, and annual finance and procedural actions.
Planning staff presented recommended findings supporting lakeshore permit approvals for several applicants (including PISC LLLP, Rockman Family Trust, Whitefish Hills HOA, DNRC Madison, Bill Meyer and JM Real Estate Holdings LLC). Staff cited compliance with lakeshore protection standards, minimal expected impacts to water quality and habitat, and that no dredging or vegetation removal was proposed for several projects. The board approved each permit by voice vote.
Finance staff Amy Dexter requested signature for the county's FY26 DEQ junk vehicle grant submittal of $73,587.95; the board authorized the signature. The board also adopted resolution 2652 to cancel outstanding checks after the county's effort to notify payees.
The board approved an ARPA draw request for the Lakeside County Water and Sewer District to apply $1,638,849.89 from Local Fiscal Recovery Funds plus a small EPA grant contribution for a total requested draw of $1,644,049.95 to support Lakeside wastewater improvements.
Other approvals included a CIP amendment to buy a vehicle for the Agency on Aging veteran-directed care program (approximately $37,000 budgeted), a corrected service provider agreement signature for the Bigfork Senior Center, authorization to publish public notices (road-abandonment petition for Highline Boulevard and CFB for 2026 legal advertising), authorization to publish an RFP for an underwater ROV for the sheriff, and a request to sign an extension request for the county's annual financial report to March 31 pending audit completion.
