City staff said cold‑night shelter funding is typically administered through a CDBG application round (staff cited roughly $25,000 as the usual allocation for cold‑night shelter) and that expanding the program would change how CDBG is distributed among outside agencies.
Staff and managers also said they had recent conversations with Family Promise and the county emergency management office about surge capacity options, including temporarily opening a city facility in extreme weather events. The manager said staff would bring back options for expansion, including funding scenarios, outreach to faith‑based organizations, and how any expansion would interact with CDBG awards.
Next steps: staff to produce options, including budget and partner roles, and report back to the commission. The motion passed unanimously.
