Board approves $1.59 million change order for Sigman Road preliminary engineering
The board approved change order #2 (contract 2023‑160) with Hessie, Gay, Bell & DeYoung for preliminary engineering of Sigman Road phase 4. Director Kelly said the work covers design, environmental review and permits; funding is SPLOST and the amount is $1,593,721.23.

Director Kelly presented a change order to continue planning for phase 4 of the Sigman Road widening project. "This, portion of the project, this is for phase 4... that covers all the environmental, the design, and all those parts permits for phase 4," Kelly said, describing the work as preliminary engineering tied to a concept previously submitted to GDOT.
