Zurlo, serving as Clerk of the Board, read the notice prepared for the hearing at the meeting in the Legislative Chambers in Plattsburgh.
Chairperson Harry McManus and members then opened the hearing at 7:03 p.m.; no members of the public addressed the Legislature. Legislator Mark Dame moved to close the hearing at 7:04 p.m.; Legislator Robert Hall seconded. The hearing record shows the opening and closing carried by voice vote (9-0-1), with Legislator Patty Waldron recorded as excused.
