Floyd County creates Solid Waste fund and extends EMS consultant contract

Floyd County commissioners on voice votes approved an ordinance establishing Fund 4013 — a Solid Waste Fund meant to receive the district’s revenues, equipment and payroll if the district is dissolved. County Attorney Christie Fox said the ordinance includes language to allow repeal if the district is not dissolved so there would be no gap in services.
"I did put language in there that the fund is...so there's no gap in funding and services," County Attorney Christie Fox said, explaining the measure would allow the auditor’s office to create a nonreverting fund to accept revenue, donations, property and equipment from the district.
Commissioner (speaker 1) moved and the chair seconded the ordinance; the motion passed by voice vote. The commission recorded ayes during the vote as reflected in the meeting transcript.
Separately, the commission approved a three-month extension to the county’s consulting agreement with EMS consultant Jeff Dixon so County Attorney Fox can draft an addendum and allow Dr. Knaible to sign the extension outside of the meeting. The extension was put forward and approved by voice vote.
Both actions were taken ahead of a Feb. 17 public meeting on the solid waste issue. The commissioners said the ordinance is a contingency measure to ensure continuity of operations and employee pay if the district is dissolved.
