Senate approves licensing, training changes for barbers and cosmetologists (SB486)

The West Virginia Senate on Feb. 27, 2026, approved an engrossed committee substitute for Senate Bill 486, a comprehensive set of revisions to the law governing the West Virginia Board of Barbers and Cosmetologists.

The clerk read the bill in full after a senator demanded full reading under Article VI, Section 29 of the state constitution and Senate Rule 20. The measure revises multiple code sections (including 30-27-3 and related sections), adds the definition of "master aesthetician," establishes a salon training program that allows registered salons to employ unlicensed providers under general supervision, and creates a mobile shop license for services provided in motorized or towable units.

Provisions in the bill specify required training hours for aesthetics, barbering, cosmetology and crossover licenses; set supervision and disclosure requirements for salon training participants; and authorize the Board to inspect participating salons and to order immediate cessation of a salon's participation if human health is endangered. The bill also includes detailed license categories, inspection and discipline procedures, and registration requirements for students and registrants.

Following limited floor discussion, a roll-call machine vote recorded the result as 31 yays, 1 nay, 2 absent. The presiding officer declared the bill passed and directed the clerk to notify the House. Supporters on the floor urged passage to modernize training options and provide pathways for workforce entry; the bill includes written-disclosure requirements so consumers know when services are provided by unlicensed trainees.

The measure now proceeds to the House for its consideration.
