Fulton County commissioners approve routine business, grants and IT/security contracts
Summary
At a Dec. 9 meeting the Fulton County Board of Commissioners unanimously approved minutes, payroll and payables; reappointed planning and conservation directors; authorized two probation grants totaling $63,800; and approved several IT and security contracts, including HAVA-funded upgrades for the Voter Registration office.
The Fulton County Board of Commissioners met Dec. 9 and approved a slate of routine administrative items, grant awards and contract updates without objection.
The meeting opened with Commissioner Randy H. Bunch calling the session to order, followed by unanimous votes to approve the Nov. 25 meeting minutes and a payroll run dated Dec. 12, 2025 for $151,302.01. The board then approved payables dated Dec. 9, 2025 totaling $152,517.49, with the General Fund (Fund 100) accounting for $94,208.66.
Commissioners moved through a series of personnel and governance actions. Commissioner Hervey P. Hann moved to reappoint Paula Shives, James Gress, Jeremy Fletcher and Tim Newman to four-year terms on the Planning Commission through Dec. 31, 2029; Commissioner Randy H. Bunch moved to reappoint Russell McLucas as Conservation District Director to the same term length. Both motions passed unanimously.
The board approved two state grants for the Adult Probation Department after Chief Probation Officer Dan Miller presented them: a 2025–2026 Intermediate Punishment Treatment Grant of $35,000 (authorized by Commissioner Wible) and a 2025–2026 Continuing County Adult Probation/Parole Grant of $28,800 (authorized by Commissioner Hann). The board also acknowledged a retention-efforts letter describing use of a stipend funded from monthly supervision fees, to be held in a restricted account and spent by the president judge for Adult Probation.
Pension and financial items included approval of the November 2025 Retirement Fund Report and authorization to pay Conrad Siegel Inc. invoices for actuarial services ($5,700) and investment advisory services ($3,844.25) from plan assets.
On contracts and IT services, commissioners approved Elect IT contract addenda covering IT staffing and support, managed backup services, and cybersecurity awareness and phishing simulations; they also approved a TelePlus Protection System Extended Service Agreement (Silver Maintenance Coverage Plan) for $14,040.56 effective Jan. 1–Dec. 31, 2026.
Commissioners authorized execution of bank documents to update authorized check signers amid a Treasurer's Office transition and approved changes to Treasurer's Office operating procedures as presented by Interim County Treasurer Amy Bishop.
The meeting included a Retirement Board session at 9:15 a.m. with David Lytle participating via Zoom; separate minutes were recorded. The board adjourned at 11:02 a.m.
