Gladwin council accepts unmodified audit, approves budget amendment and routine measures

Ken Talsma of Anderson, Tackman & Company LLC presented the comprehensive annual financial statements for the year ended June 30, 2025 and reported an unmodified (clean) audit opinion. Talsma told the council that general revenues increased from $1,300,000 to $1,400,000 year over year and that audit testing of internal controls and bank balances did not identify issues. On a motion by Council Member Gutierrez, supported by Council Member Platt, the council adopted the audit resolution.
The council also approved financial and administrative items including the warrants and payroll for Jan. 21–Feb. 2, 2026 ($244,917.99 warrants; $36,057.84 payroll), and adopted February budget amendments after Treasurer Angela Bigham summarized fund-level adjustments and the reasoning for each change. Motions to approve the warrants and the budget amendment carried with all members voting in favor.

All recorded motions carried unanimously.
Council members and staff did not record substantive objections during the financial items; Treasurer Bigham remained on hand to answer questions despite scheduled vacation time and the audit presentation concluded with the resolution’s adoption.
