Plano ISD trustees approve termination, settlement and district policy updates in unanimous votes

At its March 10 meeting the Plano ISD Board of Trustees unanimously approved a set of motions including adoption of a TEA hearing examiner recommendation, termination of a probationary employee, approval of a settlement in federal court, renewal of the District of Innovation plan and adoption of TASB policy updates. Consent items (including an administrative appointment) were also approved.
Plano ISD’s Board of Trustees voted unanimously March 10 to approve several formal actions and routine items after reconvening from a closed session.
The board adopted the findings and recommendation of a Texas Education Agency independent hearing examiner in docket number 087LH122025. Board Secretary Tara Lance made the motion and Board Vice President Nancy Humphrey seconded it; President Lauren Tyra called for and recorded a unanimous vote.
The trustees also voted to terminate the probationary contract of Francine Kilgore effective immediately. The motion, made by Board Vice President Nancy Humphrey and seconded by Board Secretary Tara Lance, passed on a unanimous vote.
Trustees approved a settlement proposal in case number 425CV04090 (Southern District of Texas, Houston Division) as presented in executive session. Trustee Sam Johnson moved the approval; Trustee Catherine Goodwin seconded; the board voted 7–0. The board stated the settlement had been discussed in closed session and provided no additional public particulars during open session.
Earlier in the meeting the board approved the consent agenda (motion by Nancy Humphrey; second by Lisa/Elisa Klein), which the president said included routine items and an administrative appointment announced at the dais. Steve Ewing introduced Blake Vaughn as the district’s new Executive Director of Facility Services; the board had approved the consent agenda by unanimous vote.
The board also adopted the Texas Association of School Boards (TASB) localized policy manual update 01/2026 (Update 126), which staff said reflects legislative changes and district customizations reviewed by legal counsel. The motion to adopt the update was made by Tara Lance and seconded by Lisa/Elisa Klein; the vote was unanimous.
Johnny Hill, deputy superintendent for business, delivered one of the night’s recognition remarks for the Facilities Department after the board approved the consent agenda. “You truly are the unsung heroes of Plano ISD,” Hill said while thanking staff for their response during January’s ice event.
What’s next: several items that required board action were approved and will be reflected in the minutes and posted with the meeting recording. The board adjourned at 9:49 p.m.
