The Macon County Board of Commissioners voted Feb. 13 to adopt a written exemption from Article 3D of Chapter 143 of the North Carolina General Statutes for architectural services for the Macon County Public Library, citing an estimated professional fee under the $50,000 threshold in N.C. Gen. Stat. 143-64.32.
Project Manager Jack Morgan reported he had reviewed the library issues, that the work exceeded his scope, and that two engineers were unable to assist. He asked the board to authorize an exemption so the county could proceed with a three-phase project: Phase 1 (discovery) not to exceed $7,450 plus $2,000 for testing; Phase 2 design and contract documents; Phase 3 bidding and construction. Morgan said the project could start as soon as the board approved the resolution.
Commissioner Shearl moved to approve the resolution and Commissioner Higdon seconded; the motion passed unanimously. The resolution adopted by the board cites N.C. Gen. Stat. 143-64.32 as the statutory basis for the exemption.
