Commissioners approve up to $20,000 to address Scaly Mountain Historical Association HVAC and repairs

Bill Kirkland, president of the Scaly Mountain Historical Association, told the board the volunteer-run museum needs HVAC replacement and other repairs; he estimated the HVAC would cost between $13,000 and $14,000 and asked for an immediate $20,000 and an increase in annual support from $5,000 to $10,000.
Commissioner Shearl moved, Commissioner Higdon seconded, to grant up to $20,000 from general fund contingency and a related budget amendment to assist with immediate HVAC replacement. Finance Director Lori Carpenter asked for an itemized list and noted prior practice of reimbursing organizations for repairs rather than allocating lump sums. Commissioner Young said the request might better fit the Community Funding Pool at budget time. The motion passed 4-1, with Commissioner Young opposed.
The board approved the funding commitment with the condition that staff receive an itemized repairs list and that consideration of an annual increase to the $5,000 agreement be addressed during the budget process.
