Claiborne County Commission switches employee health plan to Blue Cross/Blue Shield

The commission set its rules aside to take up the item and Commissioner Juanita Honeycutt moved to change the county benefits plan from UnitedHealthcare to Blue Cross/BlueShield of Tennessee. Commissioner Kim Large seconded the motion. The change passed on a roll-call vote of 21–0.
County officials did not provide detailed line-item cost comparisons in the meeting minutes; Robinette summarized the recommendation as driven by market evaluation and expected cost-effectiveness for both the county and employees. The motion authorized county staff to implement the insurer change for the county benefits plan.
The change takes effect under the direction of county HR and insurance administrators; the commission recorded the roll-call vote and entered the result into the minutes. No public comment or formal amendment to funding sources was recorded during the motion.
The commission handled the benefits item under New Business (added to the agenda at the start of the meeting) and adopted the change as part of the regular meeting on Aug. 19, 2019. The commission's minutes list the vote as 21 in favor and none opposed.
