Luske described the firm's Montana-based team and a range of services: methane monitoring (rent or train county staff to do quarterly monitoring), operations-plan updates, financial-assurance/closure-cost calculations, GPS-based staking and capacity analysis, and master-plan revisions. She detailed cost-saving measures such as training local operators to perform routine methane checks rather than sending consultants on frequent long-distance trips and demonstrated how improved measurement can increase compaction and extend landfill life. "We have some surveyors and staking out of our Billings office ... we can take our volume and calculate cubic yards per ton," (Stephanie Luske, Speaker 6).
Luske provided sample costs and said many services can be combined into single trips to reduce travel charges; she recommended a one-time master-plan setup and regular field visits for capacity and performance analyses. Commissioners thanked the presenter and said they would compare the information with two other firms before making a selection; no contract was awarded at the meeting.
Next steps: commissioners said staff will review the proposals, compare offerings and costs with other respondents to the county RFP, and return with recommendations for contracting or phased implementation.
