Clinton reviews Title 2 code updates and seeks clearer appointment transparency

Trevor told the council the changes are mostly wording updates to remain consistent with state law and highlighted several areas: conflict‑of‑interest clarifications, a new privacy and data‑protection section for electronic meetings, disclosure for AI‑generated communications, and updates to planning commission duties and public‑hearing procedures. He noted a typographical correction in one section on term length (three years, not four years) and said some land‑use items may depend on legislative action.
Councilors discussed appointment procedures for boards and commissions. The mayor proposed adding language to require publishing vacant seat notices and candidate names on agendas to allow for advice‑and‑consent review; several councilors supported a consistent application and interview process but cautioned against overly prescriptive rules that might make scheduling difficult for the mayor.
Staff said they will produce a revised draft incorporating feedback and return it for further review before formal ordinance action.
