The Rockwall City Council took several formal actions at its Sept. 2 meeting. Highlights:
- Appointments: Mayor Pro Tem Mueller moved to appoint and reappoint members to the Board of Adjustments and Architectural Review Board (Galen Hillard; reappointments for James Smith and Lehi Carr; appointment of Julian Meyrat and reappointments of Petra Phillips and Christy Mays). Motions were seconded and passed unanimously.
- Consent agenda: Councilmember Lewis moved and Councilwoman Campbell seconded approval of the consent agenda (items 1–5). The motion passed unanimously.
- Zoning text amendment Z2025-049: Council approved an ordinance amending the Unified Development Code to add formal definitions of residential garage orientations (seven categories) to reduce inconsistent interpretation by builders; Planning & Zoning recommended approval 7–0; council vote was unanimous.
- RCAD resolution: The council approved a resolution allowing the Rockwall Central Appraisal District to finish construction of the building’s second floor at 841 Justin Road, with staff citing no impact to the city’s budget; the RCAD board had authorized completion up to $500,000.
- Adopt-an-Airport: The council authorized the mayor to sign an application to TxDOT Aviation so the Ralph M. Hall Municipal Airport can be considered for an Adopt-an-Airport partnership with the Rockwall High School robotics team; the team will provide litter cleanup and participate in TxDOT safety training if approved. The motion passed unanimously.
- Manufactured-home special request: The council denied MIS2025-012 (see separate article) after public comment and executive-session consultation.
All motions listed above passed by unanimous vote unless noted otherwise. The council scheduled final action on the FY2026 budget and tax rate for Sept. 15.
