Planning commission declines JDCO development‑agreement application for Danube Road site

The Daniel Planning Commission voted March 18 to decline a proposed development agreement (JDCO application) for property on Danube Road after prolonged public comment and deliberation over neighborhood impacts.
Mark Skousen and another applicant presented options to develop an industrial‑oriented site with limited residential on the back parcel. Commissioners and residents raised questions about water-rights transfers, truck traffic through residential streets, hours of operation, storage of hazardous materials, and whether a development agreement could adequately mitigate noise and road‑use impacts.
One commissioner noted the town had previously denied a zoning change for a similar project and questioned whether a development agreement would alter the practical impacts on neighboring residential properties. Another commissioner raised enforcement concerns, citing other property owners operating industrial activities from residential lots and the difficulty of achieving consistent enforcement.
After discussion, a motion to decline the JDCO development-agreement application for the Danube Road property was moved, seconded and carried unanimously. The commission also continued other related applications (including Geneva Rock) to the April meeting to allow follow-up and clarification on outstanding legal and plat restrictions.
The decline is a recommendation; applicants may revise and return or seek other avenues with the town council as appropriate.
