Julie Willoughby of DVACK presented a proclamation to the Cloud County Board of Commissioners on April 7 designating April 2025 as Sexual Assault Awareness Month. Willoughby said that, in DVACK’s seven-county catchment served by the Concordia office, 11 rapes were reported in 2023 but only two arrests were made that year, a disparity she said highlights the need for stronger enforcement and better survivor supports.
