Carroll County Board approves three labor contracts with retroactive pay

The Carroll County Board on March 5 approved collective bargaining agreements with the Fraternal Order of Police, the Carpenters and the Teamsters; salary adjustments were set retroactive to Dec. 1, 2025 and payroll changes have been entered into county systems.
The Carroll County Board on March 5 approved three separate collective bargaining agreements covering county employees represented by the Illinois Fraternal Order of Police Labor Council, Mid-American Carpenters Regional Council (Carpenters Local No. 790) and Teamsters Local No. 722.
Chair Julie Bickelhaupt presented the agreements and each was approved by roll call with all present board members voting aye. The board had earlier heard highlights of the agreements from County Administrator Jachnicki, who said salary adjustments and percentage increases in the contracts are retroactive to Dec. 1, 2025.
The action will require payroll adjustments. Treasurer Lydia Hutchcraft reported that the newly approved wages have been entered into the county payroll software; she said retroactive pay likely will be issued on a separate payroll around March 25 rather than on the March 18 payroll.
The agreements were passed as individual motions: the FOP agreement, the Carpenters agreement and the Teamsters agreement. Each passed unanimously among the members present.
