Franklin County schedules public hearing on precinct move; broadband application process ongoing

The commission set a May 9 public hearing for moving the Courthouse Annex precinct to the A.W. Todd Centre after a motion to create a polling center at Russellville First Baptist Church died for lack of motion.
Chairman Barry Moore told the commission that an ADECA broadband meeting on April 12 drew about 49 residents and three internet-service providers and that county staff, including the GIS manager, will refine maps to support grant applications. County representatives from IAC suggested forming a screening committee that would include an IAC representative, a Sain representative and two county representatives to score applications.
Separately on precinct locations, a motion to create a polling center at Russellville First Baptist Church (combining multiple precincts) failed for lack of motion after concerns raised by Russellville city councilmen. Commissioners discussed moving the College Avenue precinct to College Avenue Church (which does not require a public hearing) and moving the Courthouse Annex precinct to the A.W. Todd Centre (which does require a public hearing because it would be outside the precinct). The commission unanimously voted to hold a public hearing at 6 p.m. on Tuesday, May 9 at the A.W. Todd Centre to consider moving the Courthouse Annex precinct.
The commission also tabled a contract with PassionHR to update pay scales, job descriptions and the county personnel handbook pending additional quotes.
