Franklin County approves three school‑resource officer agreements with schools, details shared on salaries and duties

The Franklin County Commission on Sept. 18 approved three memoranda of agreement (MOAs) establishing School Resource Officer (SRO) arrangements between the county, the Franklin County Sheriff’s Office and Franklin County Schools for the 2023–24 year.
The MOAs designate officers and outline salary splits and responsibilities. Under the agreements: Officer Bobby Greg Baker’s $32,000 salary will be split $16,000 to Franklin County Schools and $16,000 to the Franklin County Commission; Officer Sammie Washington’s $24,000 salary will be borne by the Franklin County Schools; and Officer Regina Cantrell’s $56,418.86 salary will be paid by the school system. The sheriff’s office will provide weapons, ammunition, taser, vehicle, fuel, benefits and required training for SROs.
The MOAs specify that SROs divide time among county schools, must complete National Association of School Resource Officers (NARSO) SRO training and active‑shooter training, and will not act as school disciplinarians. The MOAs further state SROs are considered school officials for purposes of reasonable‑suspicion searches and may take law enforcement action when required. The Family Educational Rights and Privacy Act (FERPA) limits confidential records use; the MOAs require compliance.
Each agreement was approved by the commission by motion and included in the meeting record; the superintendent and sheriff’s signatures appear on the memoranda.
