Commission approves Chamber funding, UNA pay study and other county contracts for FY24

Franklin County commissioners approved several intergovernmental and professional services contracts during the Sept. 18 meeting.
Chamber funding: Commissioners approved a $6,600 appropriation to the Franklin County Chamber of Commerce for Oct. 1, 2023–Sept. 30, 2024. The contract calls for a 10% increase in each of the next two fiscal years and specifies promotional services (social media promotion, souvenir postcards and a website link).
Employee study: The board approved a $25,000 agreement with the University of North Alabama (UNA) to update job descriptions, conduct a compensation study and revise the county’s employee handbook. The UNA proposal lists a Dec. 4, 2023 target for final deliverables and describes a two‑part scope: job analysis/compensation and handbook revision.
Tax services and corrections: The county approved a three‑year agreement with Sales Tax Auditing & Collection Services (STACS) for collection and auditing support (collection services at $1,750/month and audit work at $75/hour). The commission also approved a contract providing payroll and office‑space arrangements for Franklin County Community Corrections, Inc., and a $600 administrative agreement with the 34th Judicial Circuit District Attorney’s office for bookkeeping of the Worthless Check Unit.
Mental‑health officers: Probate Judge/Commission Chairman Barry Moore signed a one‑year agreement with the sheriff to fund three county mental‑health officers (Colt Montgomery, Chase White and Kyle Palmer); $7,500 will be deposited in the Sheriff’s overtime line for Oct. 1, 2023–Sept. 30, 2024.
