Franklin County approves hires, promotion, resignation and personnel moves across sheriff, solid waste, commission offices

At its Sept. 18 meeting, the Franklin County Commission approved several personnel actions spanning county administration, the sheriff’s office, highway and solid waste departments.
Resignation and recruitment: The commission accepted the resignation of Accountant/Payable Clerk Brooke King, effective Oct. 13, 2023, and authorized advertising to fill the position after County Administrator Leah Mansell requested approval in a written notice.
Sheriff’s office: The commission approved hiring Renae Halbrooks as a permanent corrections officer/dispatcher effective Sept. 13, 2023, and hiring Dakota Riley as a permanent deputy effective Sept. 3, 2023. Separately, the board approved the promotion of Bretta Wigginton to lieutenant effective Sept. 17, 2023, following a letter from Sheriff Shannon Oliver.
Highway department: County Engineer Jason Baggett notified the commission of an FMLA leave request for highway employee Lila Duncan (Aug. 21–Oct. 2, 2023). Commissioners also declared a vacancy in the Highway Department following the death of employee Micky Montgomery.
Solid Waste: Solid Waste Manager Robert Ward requested personnel action; the commission approved hiring Heavy Equipment Operator (HEO) Lee Bryant effective Sept. 5, 2023, later approved termination of Bryant effective Sept. 13, 2023, authorized hiring temporary HEO Jeff Dill effective Oct. 2, 2023, and approved advertising for a permanent HEO position.
All motions related to these personnel items were recorded as approved by the commission. The meeting packet contains accompanying letters or memoranda for each action.
