Cloud County seeks public input on proposed Neighborhood Revitalization Plan changes

County Appraiser Kim Winsett told the Cloud County Board on Nov. 17 that staff had drafted changes to the county’s Neighborhood Revitalization Plan (NRP) intended to clarify eligibility and refund levels. Winsett recommended setting residential and agricultural refunds at 70% for three years (with no new-construction residential/agricultural eligibility), commercial and industrial refunds at 80% for three years, exempting downtown commercial rows from the fee, and restricting transfers of NRP benefits on property sale except for commercial developers. Winsett also said only one NRP could apply per parcel and participants could not be enrolled in other programs concurrently.
After discussion, the Board voted unanimously to publish a Notice of Hearing so the public may review and comment on the proposed NRP changes. The hearing notice publication begins the formal public-notice process required before the Board considers adopting amendments to the NRP.
If adopted after the public hearing, the proposed changes would alter the refund percentages and eligibility rules for participating properties across Cloud County. The County Clerk’s office will publish the Notice of Hearing and provide the hearing date and supporting materials to the public as required by county procedures.
