Levan adopts wildfire urban-interface code, signs county cooperative agreement

The Levan Town Council voted unanimously Feb. 12 to adopt a Wildfire Urban Interface (WUI) code and to join the Juab County Municipal Cooperative Wildfire System (CWS).
Shay Morrison, a representative of the Association of Governments, briefed the council on WUI requirements and recommended the town adopt the 2006 WUI code, adopt a mapped WUI designation, and sign the CWS agreement. Morrison said Levan has no high-risk areas within its municipal boundary and therefore residents should not be assessed the additional fire fee charged in some nearby communities. Council members approved the cooperative agreement on a motion by Jerry Spencer, seconded by Ray Evans, and later approved ordinance 02-12-2026-03 to adopt the WUI code. Both motions passed unanimously. Morrison cautioned that proposed state legislation could require adoption of an updated 2024 WUI code in the future, which might require subsequent ordinance updates.
Why it matters: Signing the agreement and adopting a WUI code is intended to place Levan among municipalities able to access coordinated wildland-fire support and to avoid potential large out-of-pocket costs if nearby wildland fires require suppression. The council’s minutes cite examples of nearby towns that saved substantial costs by completing similar paperwork.
The council did not record detailed discussion about insurance-rate effects; Morrison said he was uncertain whether insurance premiums for Levan residents would change. The town’s action was procedural and does not immediately change development standards beyond the adopted ordinance; the council may revisit the ordinance if statewide codes change.
