The McMinn County Board of Commissioners met Feb. 27, 2026, in Athens and approved a package of contracts, grants and administrative items including a contract amendment with Securus Technologies, an operating lease for postage equipment, multiple state grants and the county road map mylar.
Mr. Luallen presented Resolution No. 26-008 to approve a Seventh Amendment to McMinn County’s Master Services Agreement with Securus Technologies for inmate telephone service at the McMinn County Justice Center. The amendment provides that Securus will include the FastCase law library application to the county at no cost and that the provider will cease paying commissions on the Securus Text Connect application. The amendment also enumerates a set of “Selected Applications” (for example, THREADS, Investigator Pro and Guarded Exchange Services) and requires the county to comply with applicable privacy, consumer-protection and data-security laws.
Also before the commission, Mr. Luallen asked for approval of a five-year operating lease with Pitney Bowes for a postage machine and meter for the Finance Office at $1,015.74 per quarter (Resolution No. 26-009). The commission approved that lease by voice vote.
The body approved participation in the Tennessee Department of Transportation Litter Control Grant for FY 2025-26 with an allocation of $55,100 and authorized the County Mayor to administer activities associated with the grant (Resolution No. 26-010). The commission also approved a DGA grant contract with the State of Tennessee Department of Health for a total appropriation of $993,900 for FY 2026-27 and authorized the mayor to execute and administer that contract (Resolution No. 26-011). Each of these resolutions was presented by Mr. Luallen and approved on motions by Commissioner Jerry Millsaps, seconded by Commissioner Roger Masingale; the votes were recorded as carried by voice vote in the minutes.
The commission approved Resolution No. 26-012 to adopt the McMinn County Official Log Book and Road Map Mylar. That item was presented by County Mayor John M. Gentry with an accompanying memo from Dan Evans, McMinn County Highway Commissioner, which noted no changes since the previously approved maintenance log book. The map and logbook were approved and the chairman will sign the mylar as the official copy.
The meeting record shows these items were approved without extended discussion; the minutes attribute presentation of the resolutions to Mr. Luallen and Mr. Gentry and record motions and seconders where indicated. The items authorize the County Mayor or his designee to execute relevant contracts and grant documents.
