Noblesville council approves technical budget reconciliation to satisfy state finance requirement

The Noblesville City Council voted unanimously Tuesday to approve Ordinance O5-01-26, a technical reconciliation required so the Indiana Department of Local Government Finance will recognize changes previously approved in the city’s adopted 2026 budget.
Deputy Financial Officer Tom McDonald told the council the ordinance is procedural: “This is a technical action that is necessary for the Indiana Department of Local Government Finance to recognize certain changes that were approved in the city's 2026 budget at the time you adopted it last October.” He said the reconciliation does not alter the city’s adopted 2026 budget or affect the maximum levy.
The action followed a brief public hearing in which no members of the public spoke. After a roll-call vote the clerk recorded each member as voting ‘Aye,’ and the ordinance was approved.
The ordinance reconciles prior in-year changes so state reporting aligns with council-approved local actions. McDonald said the city presented the item at the Jan. 27 council meeting and that no substantive changes have been made since that presentation.
The council took no additional fiscal actions on the item; the ordinance’s purpose is to permit DLGF recognition and state compliance. The council moved promptly to the next agenda item after the vote.
