Finance and programming: The board adopted Resolution No. 11 to establish a Special Revenue Fund for the UW-Extension Program to be supported by service fees, contributions from local governments, state appropriations and grants; the resolution calls for GASB-compliant management and routine audits. Contracts: The board awarded LV & AV contracts to Sargent Electric based on their base bid and authorized negotiations to reduce the project cost to fit the county budget (motion carried 22-0). The board also approved FFE awards to Emmons Business Interiors (base bid plus add alternates 2–5, excluding add alternate 1) and authorized negotiations; that vote passed 21-1 (one dissent noted). The record states the board acknowledged budget constraints and authorized staff to negotiate to reduce overall bids.
Donations: Resolution No. 13 accepted a $1,064 donation from Hoffmaster Group, Inc. to the Veterans Service Office; the board approved the donation 23-0.
Reports and announcements: Ryan Brown presented the Planning & Zoning report. Chair Morack and Vice Chair Nygaard delivered monthly reports. Chair Morack announced a groundbreaking ceremony after the meeting at the Waupaca County Courthouse and said the August board meeting will be at the county highway office; the WCA Conference is scheduled Sept. 21–23, 2025.
